Calibrated was started out of necessity for an MSO, (Management Service Organization) to comply with the claims processing timeliness and accuracy requirements as required by the State of California and CMS, (Center for Medicare and Medicaid Services). Staffing a Claims Department was challenging to attract experienced staff while staying within budget.
The MSO was contacted by Madhu Vijayan to consider outsourcing the work to a new BPO (Business Processing Outsourcing) company. As the COO of the MSO, Jovita Montes De Oca flew to India to build a staff that would adjudicate claims in India while accessing the management system in the United States. Jovita instituted safeguards to assure that privacy and security of the data would be maintained. By establishing the claims adjudication in India, accuracy and timeliness was substantially improved and the challenge of meeting the State and CMS requirements were easily achieved.
In 2007, having experienced the success of developing and utilizing offshore services, Jovita accepted the position of CEO and continued to grow Calibrated.
Today Calibrated has many clients in the USA inclusive of Health Plans, Health Systems, MSOs, TPAs (Third Party Administrators) and IPAs (Independent Practice Associations). Over the years, services have expanded to provide all healthcare administrative services including claims processing, enrollment eligibility, system configuration, benefit maintenance, provider and vendor setup.
In 2018, Calibrated created a Philippines Division to address the need from clients requesting clinical services. Today, a staff in the Philippines provides clinical services inclusive of utilization management, case management, population health, authorization processing and provider credentialing.

Jovita Montes De Oca
Principal and Chief Executive Officer
Jovita is co-founder and CEO of Calibrated. She has over 30 years of executive experience in various health care delivery systems including medical group, IPA and MSO settings. She possesses diverse management expertise in operations, offshore outsourcing, contracting, finance and IT systems. Having experienced the benefits of offshore services as the COO for an MSO, she accepted the CEO position of Calibrated in 2007. She has grown the organization as a startup to a recognized firm serving several blue chip private and public healthcare organizations. Jovita is a graduate of UCLA Anderson School of Management: Executive Program in Management.
Melinda Gimenez
Melinda is the Director of the Global Clinical Department of Calibrated Healthcare. She started with Calibrated as a UM nurse review for one of the leading health plans in California. She became the SME of the team of UM nurses, and eventually became the lead for clinical quality and compliance. She supports the clinical processes of the various clients of Calibrated and collaborates with Operations to meet client needs and exceed their expectations. She has experience in managed care and capitation, and 8 years in utilization management. She has been a licensed vocational nurse (LVN) for 8+ years, with significant experience in behavioral health nursing.
